Centralised Planning: Localised Implementation
Peter Bridgewater, Chair of Joint Nature
Conservation Committee provided a narrative considering several of
the obstacles to implementing conservation of a national and local
level, illustrated by case studies from Countryside Council for
Wales, Natural England, Scottish Natural England and Joint Nature
Conservation Committee.
Themes included defining realistic yet
sustainable targets and objectives; prioritisation of issues
against scarce resources; and make the best use of knowledge /
evidence.
Responsibility for biodiversity conservation
in the UK is shared by the UK Government and the administrations
for Northern Ireland, Scotland and Wales. Implementation is
primarily the responsibility of agencies in each of the four
countries of the UK – Natural England, Scottish Natural Heritage,
Countryside Council for Wales and Environment and Heritage Service
(Northern Ireland).
The Joint Nature Conservation Committee
promotes commonality of approaches, whilst preserving regional
differences.
